The City had a private waterline service fail under the street on South 5th Street late Saturday afternoon during a winter weather watch. EMC and Ehmen Industries worked until corrections were made so there were no inconveniencies to the citizens of Oregon.
Plans are progressing for water line improvements on Water Street and a six-inch water main with fire hydrant will be installed. The complicated process of IEPA permits has been submitted.
March 30th there was a bid opening for the Daysville and Route 64 water and sewer line extensions. There were six bidders, the highest being Stenstrom at $530,369 and the lowest being C & H Engineering at $317,369. CMT will evaluate the capabilities of the three lowest bidders; C&H, Martin and Fischer’s, and then a contractor will be selected for the project and voted on at the next Council Meeting. The project was estimated at $385,000.
A meeting with E. D. Etnyre and Co, CMT and myself discussed preliminary plans for CMT to estimate the cost of a sewer line extension from the City of Oregon to their plant on Daysville Road. This will be a be a forced wastewater line to our facilities at 64 and Daysville. The County Economic Development and E. D. ETNYRE & CO are paying for the engineering cost of this proposed project.
Plans continue for the upgrade of our wastewater facility and the description of the project from CMT to the IEPA is as follows:
Conversion of primary clarifier (to anoxic reactor), modifications to existing aeration basin, construction of new 35-ft diameter final clarifier, new RAS pump station, and new biosolids handling facilities, including all associated electrical, piping & valves, civil/site improvements, and other related work.

The City Council voted to accept the $317,952.56 bid from C&H Excavating Inc., for the Water and Sewer line extensions along Daysville Road and under Route 64 to the South East Corner of Daysville and Route 64. This will provide adequate service for development of the properties South of Route 64. C&H Excavating is a newer construction firm from Earlville Illinois, who has considerable experience in infrastructure construction.
Rick McCanse submitted his plan for phase one of the Svoboda Development and it was approved by the City Council. The City in conjunction with McCanse will provide water and sewer services on North Mix Street for the development.
McCanse will be submitting his phase two plan at the next Council Meeting.
In the month of March EMC has hauled and land applied 72,000 gallons of liquid sludge. This is the operation that will be all but eliminated when we install the Cannibal System to our wastewater processing in the year 2007. The handling of wastewater solids becomes more difficult as IEPA regulations become more stringent.
Permits have been received from the IEPA for our chlorine conversion project at our wastewater plant. Work will be done the second week of April and our chlorine requirements will be changed from gas to liquid, eliminating a dangerous handling operation.
Major maintenance at City Hall well #2 will be done in the May-June timeframe, and this is the last of our wells to require major repairs. We will then have in effect an annual testing procedure and a minor maintenance on one well each year thereafter.
