Management changes were made at the Oregon Water and Wastewater Department and MDES (Municipal Design and Environmental Services, Inc.) took over from EMC (Environmental Management Corp.) on November 30th.  This change will provide the City with Manager continuity, EMC could never keep a manager longer than a year, and cost savings are expected to be $50,000 a year.  Important changes are local management people, with the home office in Rockford, Illinois, and a more transparent accounting system.  The City will now own all office equipment and will pay all accounts payable directly.
