CITY OF OREGON WATER AND SEWER
ACCOMPLISHMENTS 2005

Completed the City of Oregon Illinois Water Quality Management Plan Amendment, stipulating the area of responsibility for Oregon Water.  The plan now includes the
1,725-acre area South to the BN&SF Railway, East to Blackhawk Road and North to Brick Road.  It was approved by the IEPA January 3, 2005.

Conducted contract negotiations with EMC with regard to sludge handling and disposal.  The situation has changed and it was agreed that EMC would receive an additional $14,500 to do what they had agreed to do initially.

Struggled with the radium problem on well #5 and after Packer Testing it was decided to reassemble the rebuilt pump and use the well for emergency use only. 

Replaced the supervisor of EMC at the Oregon sewer plant.

Attended a water and sewer rate evaluation workshop and the City of Oregon will evaluate our system within the next year.  It was been found that the City water and sewer rate is in line with surrounding areas but was well below the national average for water rates.  The City of Oregon raised water rates 25 cents per 1000 gallons.   Oregon is now at $2.15 per 1000 gallons and the national rate average is $2.50.

Worked with Fischer Construction and the sewer separation project.  We used this opportunity to loop the water main on Illinois Street, replace two manholes and reroute sanitary sewer at 7th Street, relocated water main on 7th Street, and relocate private sewer line at 10th Street.  There were also shut-off boxes and waterlines relocated as the project progressed.

We did a major maintenance repair of the two vortex pumps in the basement of our sewer plant.

Worked with Wilson Masonry to tuck-point and repair brickwork at the depot and the Coliseum.  We tuck-pointed the North wall of the Coliseum, replaced the front steps and glass bricked the basement windows.  We installed new heating and cooling in the Coliseum.  Worked with Dick Zimmerman to install the new doors in the depot.

Disassemble and repair well #3 as a major maintenance. 

Emergency rebuild of a failure at well #4 on Pines Road and this is a well that was serviced one year ago.  It had two frozen bearings in the pump shaft and a warranty settlement is being worked on. 

Completed negotiations and requirements for the City of Oregon Sewer Department to accept industrial wastewater for E. D. Etnyre & Co. and Woods Manufacturing.


Successful litigation with sewer abuse violations, recovering expenses incurred when correcting the problems.

The on going process of working with CMT our engineers: 

Arranged for CMT to do the preliminary applications for financing of future City of Oregon Water and Sewer projects.

Water sewer line extensions of Route 64 East.  There is the possibility of new development at the South East corner of 64 and Daysville Road.

Construction of a building to house the Cannibal Process that will compliment our sludge handling, and modifications to our digester for more efficient operation.  The installation of a new secondary clarifier doubling the capacity of our sewer plant.  This project will be financed with existing capital improvement funds.

Preliminary plans for looping water lines and extending water and sewer on Route 2 North when the project starts in 2008.


Completed construction of the Water and Sewer Department storage building water and sewer connections and heating system in the service bay.  At the sewer plant we are up grading our Chlorine System at the plant, and we have moved into the new office in the storage building,

Acquired a snowplow for our big pick-up truck and also purchased a small pick-up truck for light maintenance work and meter reading.

Opened a Dog Park where pets can run leash free in a confined area on City property.
